I have a script tool to read the csv file from local machine. I am building my web application in developer version, and I would like to know how to set up the configs file in order to upload the csv file. I got a ESRI PPT at the following link, not sure it is for arcgis online web appbuilder, but I was not able to figure it out. http://proceedings.esri.com/library/userconf/devsummit13/papers/devsummit-053.pdf

With WAB Dev release 1.2, the geoprocessing widget can accept user input files, so long as the GP service has upload capability enabled.
