We are looking for a Theme which contains collapsible side panel with Accordion style to show different widgets in ESRI Web AppBuilder V 2.11.

There is not a theme currently that has an accordion style.

Yes it is possible. Building a theme is pretty involved and there is little I can do to show you that is not covered in the create a theme how to section of the help:
