Symbols drawing incorrectly in viewer

I have a layer that has several custom symbols, one for each class.  When I add the layer into the viewer individually, these symbols do not render.  Instead, they all show up as the default "All other values" symbol.  When I add the map service as a whole, including the pertinent layer, it draws correctly.  I prefer to add them individually so that I can see the attribute table, pop-up on hover, etc.  Any ideas on why the symbols won't render?

I've realized that the issue is only with layers that are using the "unique values, many fields" symbology.  If it's based on only one attribute, it will draw correctly, but if it's based on more then it won't.  Again, this only happens will I pull in map layers individually.  If I pull in the entire map service at once, it all draws correctly. 

Any ideas, anyone?
