If their are multiple layers on top of each other and they all have pop-ups it can be confusing as to which layer is which.  For example if I have a layer for "Fire Hazard" and a layer for "Landslide hazard" and the hazards in both layers are rated on a scale of 1-10 in places where these layers overlap you cannot tell which layer is which hazard severity.  The name of the layer does not come up.

Thank you.  But I'm having the same problem as Jamal.  It doesn't work.

Try deleting your internet browsing history and reopening.  Just a guess.
