Possiblity of allowing users to customize maps

I have hundreds of variables, and it is not very pratical to generate a map for each variable and then publish them to server, and it is also not efficient for users to scrool a long list to find variables in the Table of Contents. Since it is just one layer that contains all these variables, I wonder if there is a widget or codes that have this function: The data is published to server, and users can select the variables that they want to maps, then a map will be automatically generated. To make it ideal, users can even customize the color of legend and the value of dividers in the range.

I hope I make myself clear, and thanks in advance for any ideas or suggestions.

We as well would like to allow our users to change legend items, say a line symbol or a line color, to suit their needs.  I can't imagine/accommodate everyone's preferences.

Have you made any leeway on this capability?  AGS allows per request modification of layer order and symbology in the service publishing process.  Seems as though it would be implementable in FV.
