How to install Flex viewer 3.6 on windows 2012 R2

I am trying to install the flex viewer into a windows 2012 R2 operating system with ARC server so I can send services to webpage using IIS.
I finally found the Appbuilder 3.6 for AIR.
When I try to install it I get the following message:


1) I have tried opening the folder properties and changing them. They show the administrator group as having full control even though the two administrative users don't seem to be able to install the program


2) There is no right click option to install as administrator.

I don't really want to install the AppBuilder on my local machine. Is there a way to get this installer to work that does not involve hand grenades?

   You should really install App Builder on your workstation and not the server. App builder is a client application for building Flex Viewer app and then you would deploy the completed app to your web server manually. I you are just set with running app builder on the server then you need to run it with elevated priveledges (run as administrator).

Then how do I get it to work with ARCServer services made on the machine I am using as a server?
Or with data registered to the server?

As far as I know the users that I am trying to run this with are Administrators and I don't seem to be able to change the folder permissions.

   Normally your server that has ArcGIS Server on it will be on the same network as your workstation (dev machine) and you will just use the REST Service endpoint url for those services.

Running a program using an account that is an administrator is different than right clicking on an application shortcut and choosing "Run as administrator" from the bottom toolbar that appears on windows server 2012 (you might want to get with your IT people).
