How to create a new widget that links to a different website

I am trying to create a new widget that will automatically open a bing birdseye map or a google streetview window.  The widget will not have a SWF file so there will be no xml file in the widget section of the config.xml.  Can someone please instruct me on the steps I need to take to accomplish this?
