How do I change the z-index or depth of widgets?

I would like my vertically stacked widgets to scroll under the HeaderController. How do I achieve this?

   This is a simple one line change if I remember everything I did to achieve this.

In the WidgetManager.mxml make the commented change below:

            private function startLoadControls():void
            {
                controlContainer = new Group();
                controlContainer.percentHeight = 100;
                controlContainer.percentWidth = 100;

    controlContainer.depth = 1000;
//End My Add
                this.addElementAt(controlContainer, 0);

                var controls:Array = configData.controls;
                if (controls)
                {
                    for (var i:uint = 0; i < controls.length; i++)
                    {
                        controllerList.push(controls);
                    }
                }
                this.cursorManager.setBusyCursor();
                loadNextControl();
            }
