Add text selection tolerence in draw widget

We want to modify existing workflow for text editing in Draw widget

1. Increase the selection tolerance to make sure small text is easily selected. (e.g. in attached image text size of 'ABC' against text size of 'xyz')

We tried to see if we can use extent to improve selection. But for  MapPoint (same as text) it is set to null and we cant change it.

2. User needs to single click to select the text first and mouse click n hold again to move it. It is little counter intuitive. We would like a better way for selecting and moving text.
