Owner of the Utility Network?

In ArcGIS Pro 2.5, I'm trying to add a domain network (i.e. GasDistribution) to a newly created utility network (Only has the Structure Network), but I get this message:

ERROR 002144: The account logged into Portal must be the owner of the utility network to perform this operation.
Failed to execute (AddDomainNetwork).

Adding a domain network should only be something that is done at the database level - why does it matter who is logged into Portal (as long as the user has a Utility Network license)?

Ryan,

It's just the way Esri has done the security model relating to the UtilityNetwork. You'll have to log in as the user who created the UtilityNetwork. There is a tool to transfer ownership but it's a pain to use, stopping/starting service, etc.
