Can I publish the Water Distribution Utility Network Foundation based on a FGDB to AGOL or Portal?

Hello everyone,

I downloaded  Water_Distribution_Utility_Network_Foundation_v1_2.zip locally and I would like to know if I can publish the Utility Network from a FGDB to AGOL or ARGISPortal.

Do I need to move the data first to an Enterprise GDB

The utility network is not supported in ArcGIS Online or a hosted service in Portal.
