Survey 123 question:
Map Viewer field:
Survey123 Connect XLS Form:
Is there a way to display the hint (as shown above) in the Edit Feature pane within the Map Viewer or Field Maps? Does a setting need to be enabled or turned on? The purpose of this is so that other field workers will understand the criteria to correctly populate the field when editing a feature (not using Survey123).

A lot of elements of Survey form design will be isolated to the Survey form. This includes hints.

Yes, you can also configure a Form in Map Viewer / Field Maps and add the hint there. The map-based editing forms are a different designer to Survey123 but support hints, notes and descriptions.

You will not be able to add a hint to the data/table directly.
