Hello GISers @Survey123,
I've created a new Survey123 survey and submitted 2 test surveys. I can see them as the submitted surveys in the Survey123 "Data" tab as the survey owner. Even though I have the "Share Results" setting to "Who can view results of this survey?" = Everyone, anyone who looks at the survey's results page, sees the message "The survey has no records yet. Please check again later."
When I look at the corresponding Hosted Feature layers in ArcGIS Online, the [Survey name]_form hosted feature layer (only shared internally) shows the 2 test records, but the [Survey name]_results shows 0 records. The submitter cannot even see their own surveys they submitted.
This seems like a bug. Has anyone else run into this?

Oh my gosh, after my response to @Neal_t_k, I checked on the source to the results feature layer view and it was referring to a deprecated version of the survey hosted feature layer.
So, the layer views really were disconnected!
I deleted the existing results layer view from AGO and republished the survey from Survey123 Connect. A new results layer view was created referencing the live data.

Did you change the settings in AGOL for the " Permit Compliance Evaluation_results" view. Besides just sharing on the Survey123 Sharing tab, you may have to adjust the settings in AGOL for the corresponding view.

Yes, the Permit Compliance Evaluation_results hosted feature layer is shared with "Everyone" and the 2 groups. But the problem isn't sharing the item. The problem is that the "results" feature layer is showing zero records when the "form" feature layer is showing the 2 submitted records. Its like the layers are disconnected.
