Photos in Surey123 Send Error

I am getting this message below when I have a photo attached to the survey.  I found the another GeoNet ticket in May 2019 that gives steps to be an admin user and go to Update Definition then put in {"capabilities":"Create,Editing,Query,Update,Uploads,Delete,Extract"}.  That did not work for me.  My capabilities already shows Capabilities: Create,Editing,Query,Update,Uploads,Delete.

What can I do to fix this?

Hi Eric,

Can you please provide more details related to how this survey was created?  Did you use the option in Survey123 Connect to create from an existing feature service?  Are you using Enterprise at all?

I have a survey that utilizes the submission url to put data in a feature

service. The survey points transfer fine except when a photo is attached

and I get the send error message that Uploads Capability is not supported

for this service.
