It's certainly possible, but we'd to know what your proposed workflow is to work out the optimal solution. Are you going to have multiple people filling out the surveys on multiple devices over a period of 12months? A single person conducting the survey in one morning using a single device? Do yo have control over how often the surveys are uploaded and how often the survey is updated on each device?
Basically, we need to know what you're trying to achieve and what your options are for achieving it.
