Issue submitting to public survey when logged in to AGOL

Hi-

I'm running into an issue with a Survey123 form that is published to our enterprise portal and shared publicly. Users are able to submit records to the form as long as they are not logged into an organizational AGOL account. As soon as they login to an AGOL account they get an error saying This survey could not be sent due to the following error: Item does not exist or is inaccessible.

Once they have attempted to submit a record while logged in they are then unable to submit records even if they log back out. The only way for them to be able to submit records again is to delete the survey from the device and re-download it while not logged in. Has anyone else ever seen something like this? I don't have much experience with public surveys hosted on portal but this seems like a pretty serious bug. If a user happens to forget to logout of their AGOL the only way to recover the survey data is probably going to be to manually download the database from the device which is not ideal. Any suggestions are appreciated.
