No, this is currently not supported and there is no option or setting available to enable such a feature. Currently you can decide when the survey is open and closed to survey responses, or you can enable each submitter to only submit one response.
If you would like to see the ability to set a maximum or other options, please log an enhancement request with Esri Support, and I also suggest you create an idea on the ArcGIS Survey123 Ideas page. Both of these help track and gather further feedback for your enhancement and allow us to prioritise development work.
