Form fails to open when using URL parameters over VPN

I have a survey that is hosted on our internal Enterprise, and opened using the custom URL scheme from a web application.  The survey opens and functions as expected when it is opened from a computer within our network.  However, when opened from a computer that is accessing our network via VPN, the form gets stuck at the "Optimizing Survey" screen and fails to open.  When the same form is opened on a computer using the VPN connection, but without URL parameters, the form opens as expected.  

The form uses two different JavaScript "pulldata" functions, and the rest services referenced are public.  

The form was published using Survey123 Connect version 3.14.256 and opened using ArcGIS Survey123 version 3.14.262.

It is a VPN issue.  It may need to be addressed by your IT department.  Which VPN protocol are you using?

We use Cisco AnyConnect.  I just opened a few this morning while using VPN from home.  Our version of Survey123 Connect is older.  

Can you share your URL, no need to share the survey number just the rest of it.

We are using Global Protect as the VPN client.  The URL is: arcgis-survey123://?itemID=XXXXXXXX&field:job_name=Test%20project&field:lot_number_ref=274&field:APN=14094231&field:project_type=housing&field:job_number=1234567
