Export Survey to SHP / FGDB no longer shortens field names

After Survey data is synced to our Portal (Server), the field names of exported data have changed in length.

It used to be that export to file geodatabase would create a feature class that had the field names shortened, e.g. consultant instead of consultant_project_no. I believe it shortened the names to 10 characters. It's not clear to me what may have changed, but the field names are no longer shortened. Is there a configuration that can be edited to make the field names shortened again?

We have Enterprise 10.8.1 with the linked setup - we log in to Portal but do not host any Survey123 components there. We are running Survey on Android.

There's a distinction between a shapefile and FGDB feature class.  Shapefile is limited to 10 characters whereas a feature lass in a FGDB has a field name max of 64.
