Can I force a repeat to have the first record?

I have a repeat inside of a repeat and it will not show the first record.  I have the appearance blank per the help but it still is showing.  I tried to set required on the repeat itself and I get a star but it still allows me to go on.

I want to require at least 1 item in the nested repeat.

How can I force that first record to show.

have you set any preference in field "appearance" for that question?

I have nothing in appearance just like the helps says.  That is what I meant in my post.  My guess is that it is behind a if.
