Anonymous user not able to edit Survey123 entry

I have created a Survey123 survey.  I have set the same public sharing settings for the three feature layers that were created:

regular, _form, and _results

For all three, I have set the settings to allow anybody to create and edit their own features.  But, when I try to anonymously edit a feature that I have anonymously created in the Survey123 app (on Android), I get an error message saying "This survey could not be sent due to the following error: _".  No error is described.  Here are my settings:

then checked (red circle) the following (see attached)

If the user has no account then I think it cannot tell who is who when you edit.  Not even sure anonymous can edit at all.  Check here it has everything in this post.  https://community.esri.com/t5/arcgis-survey123-blog/getting-started-with-public-surveys/ba-p/897076

If that were the case, why would there be an option to allow anonymous editors access to the same things as signed in editors?

In the Survey123 app, it is clearly able to track your entries because it lists them in the Sent folder.

Did you also set the Collaborate settings at https://survey123.arcgis.com/ ?

That works. I guess that must mean that the editor tracking does not work for anonymous users.
