Adding upload URL to email after survey submission - Power Automate

I created a flow in Power Automate to send an email every time there is a form submission in Survey123. However, I can't configure it to send an email both if or if not an upload is included in the form. I need the flow to do both because creating two separate flows and running them at the same time cancels out the other option (i.e. only one flow will work at a time for all submissions). Any time I try to create a flow containing the URL anywhere in the email, the "Apply to Each" step appears. This would be fine, but it prevents the flow from sending emails for submissions without upload URLs.

Can anyone help me with this?
