Adding a new user to view and edit all surveys in inboxes

I need to add a user to have the ability to view and edit all surveys that are in users and approvers inboxes. I checked the survey connect form to see the options in the current survey and it does not have the inbox option selected. I already have this ability to view all the surveys set up, so I think it has to be something else.

Did you also check the Collaborate settings at https://survey123.arcgis.com/ ?
