Survey123 Inbox allows users to download existing data... but images don't get downloaded until the individual survey is opened.

Makes it confusing for workers as they 'download' records but then go to field and can't see the photos.

Also makes it not possible to use Survey123 for the entirety of the workflow if going offline; the users have to use an external process such as Field Maps or downloading the photos manually.

Contact Esri support and ask to be attached to ENH-000158507 if you support this idea.

In our workflow, when we want to add a photo to an existing record we are prevented from doing so if we are offline or have very slow internet speed.  Survey123 is requiring that the existing photos from previous inspections be downloaded to the app before it will allow a new photo upload.  This occurs when a photo is a required field/component of the form.  The download of prior photos should not be a prerequisite to upload a photo.

We are experiencing an issue with attachments in the Survey123 inbox when offline. Our tree contractors are unable to view attachments when their devices are disconnected from the network, which is causing significant problems. They rely on these attachment images to identify where new trees are to be planted and cannot complete their jobs without them.

Please resolve this issue as soon as possible.
