I am trying to publish ArcGIS Streetmap Premium mapping data 2024 Release 1.
Previously there was a .mxd file with the data to publish.
But now the data only contains the .gdb.
So previously I used to publish the data using the mxd file.
Since the current data does not contain any .mxd how should I publish it.
When I try to publish the data as a referenced web layer with map image capability it says that the data is copy protected and publication gets failed.
So how should I publish the Streetmap Premium Mapping data 2024 Release 1?

For the mapping component, the StreetMap Premium product has transitioned from the previous method of multi-scale mapping with a file geodatabase and an ArcMap .mxd.
Users can access the new mapping component through the pre-symbolized vector tile package found in the mobile map package format that offers better performance when panning and zooming in/out, but also a richer set of data layers from different data vendors and community sources, which was not possible to provide in a file geodatabase. Editing of the Navigation style vector tile package can be accomplished with the vector tile style editor https://vtse.arcgis.com/documentation/. Publishing the vector tile package can be done with the Share Package geoprocessing tool in ArcGIS Pro or can be done directly in your Portal, using drag and drop of the Navigation.vtpk onto the Portal dialog.
Users who wish to continue with the previous method of creating custom maps can still access layers from the Mapping.gdb and customize their symbolization referring to the data dictionary contained in the StreetMap Premium help pdf. Additional information was provided in the spreadsheet ArcGIS StreetMap Premium 2023 to 2024 Release Draft Crosswalk.xlsx to transition from feature classes and attribute names from the 2023 and earlier legacy SMP datasets to 2024 and later datasets. The StreetMap Premium detailed streets feature classes like StreetsCarto, Streets, and Routing_Streets have always been licensed with the .sdlic license file and do not allow copy or export of the data. Publishing of these data sets requires setting up a Data Store/shared folder with your ArcGIS Server, so that during the publishing process, data copying does not have to occur.
I am not sure there is value in the data alone without the accompanying basemap. It would be make sense if you could relink the data, but the field names have changed completely and I am not sure who has the time to rebuild a basemap when the StreetMap Premium product is $6,000.00. If I had known a basemap wasn't not included I would not have purchased the product.
