Hi @MarkHaysom! If I am understanding correctly, you are concerned about the legend limiting the number of items immediately shown and instead having a scroll-bar to show additional items. At this time, I do not believe ESRI has an option to change this. However, you can create a Dashboard and add the legend as a Dashboard element which will extend down the entire side and may allow all items to fit on the same page, no scrolling necessary.
