Map Tour: Map not Visible in Public View

Hi, 

I am currently working on a storymap and attempting to use the map tour function. I am able to create the map with the points I want to showcase with images, and I am able to see the map in the background as I scroll through the guided tour when I am viewing the storymap when I am signed into my account. However, when I try to view the storymap as it is shown to the public, the map does not show up in the map tour. All of the points and the photos are visible, but the map is not visible in the background.

@KatelynnBaerg - Ah, it looks like you are using ArcGIS StoryMaps on an ArcGIS Enterprise portal.

I actually can't see your story at all, probably because your portal is behind a firewall, so I'm guessing this may be a permissions/access issue. I'd recommend talking to your ArcGIS Enterprise portal admin. If your admins don't know what the issue is they should be able to help you contact Esri Tech Support to open a support ticket to further troubleshoot this problem.

@KatelynnBaerg - I'm sorry you are having an issue with your map tour. Could you share the link and a screenshot so we can take a look at what might be going on? Could you also let me know whether you are using a custom basemap in your map tour or not?

The base map is not a custom map, the first screenshot is what I can see when I am logged in, and the second screenshot is the public view.

@OwenGeo and @KatelynnBaerg did you ever figure this out. It's marked as Solved but the solve is just to open a ticket. I am a Portal admin, and we are experiencing this issue with our StoryMaps after upgrading from 10.8.1 to 10.9.1 with the Map Tour maps.

If your StoryMaps is publicly shared, feel free to send the link and we can take a look! It could be many things, but Owen mentioned permissions above because if it is only the map not appearing, it may be shared at a different access level than the rest of the story's content. If this started happening after an upgrade, there may be something else going on with the configuration after migrating that content to a new version.

I will note that the discussion above was for the ArcGIS StoryMaps builder. Were you all using that builder, or a classic Map Tour template? I know ArcGIS Enterprise had both available at version 10.8.1.

Hi @AbbyE_Esri and @OwenGeo thanks for the reply. Yes, I was reviewing for some kind of Basemap share settings but am not finding anything. The basemaps/maps load as expected if you are logged in, but not for our Public users. They are all leveraging some kind of Express map built within the StoryMap, not an actual map + feature service.

@BrittanyBurson -- This bug was originally reported on 10.9.1 and was fixed in 11.1. The bug number for reference, is BUG-000147870.
