I am trying to use Image as Basemap for Express Map. When I upload the image, it shows up on the Thumbnail, but nothing loads in the map window. I have tried JPG and PNG, both under 1MB file size. During upload, it briefly flashes in the map pane, but nothing loads.

@dshakya - We have been looking into this one more and we are able to reproduce the issue. It appears to be related to themes that use the topographic basemap (like Ridgeline).
We'll look to address this issue in an upcoming release. For now you should be able to use this workaround: change to a different theme, add the image base layer, and then switch back to the theme you were using.
Hi, can anyone confirm that they are able to use an image as basemap in Express Map? Just wanted to confirm it's just not only for me.
@dshakya -- Do you have any annotations already added to the express map? If so, can you please delete them first and then try? Also, can you let us know if you see this issue when uploading an image basemap in a new/fresh express map?

I do not have any annotation in the map. This is a fresh map component that I am trying to add to StoryMap. This used to work few months ago. It doesn't work anymore. I am trying to get the express map in a StoryMap and have tried using the Map component by itself and inside the Sidecar. Both don't work.

UPDATE: I created a brand new StoryMap and just added the Express Map component only. I am able to add the same image basemap there and added the annotations there. But I still can't add this component to the existing StoryMap that has been published (internally).

Thanks @OwenGeo for the workaround. The solution did work but with some errors along the way.
I changed the theme to "Summit' which allowed me to set the image as basemap and add annotations. The StoryMap then has issues where it was unable to the save the changes. (Status kept showing "saving...")
When I forced exited the edit mode, the changes were not saved. Also, when I tried to publish the story, it threw an error - Sorry! There was a problem publishing your story.
After few trials, I was able to add the image basemap; change the theme back to my custom theme which now had "Community" as basemap rather than "Topographic" and publish the story with the express map.
I then went back to my custom theme and changed the basemap to "Topographic". On reloading the published StoryMap, the express map is not rendered. So, I had to change the basemap back to "Community" in my custom theme to get the rendered Express Map.
@dshakya - I'm sorry you are continuing to having trouble with your story. Perhaps there are other factors that we were not able to identify.
We will continue to look into the basemap issue we were able to reproduce, but at this point it would be best if you could please contact Esri Support so they can continue to help you investigate what is going on with your specific issues.
