Fundamentals of pan sharpening—ArcGIS Pro | Documentation
Pan sharpening uses a higher-resolution panchromatic image (or raster band) to fuse with a lower-resolution multiband raster dataset. The result produces a multiband raster dataset with the resolution of the panchromatic raster, where the two rasters fully overlap.
You have the necessary rasters to use? Your image only shows that it is disabled, which means that one of the conditions necessary to use pan sharpening hasn't been met.
thank you, I know two ways to do it, but I want to use this tool or why it is not activated.
