Does Esri provide topographic maps with the relief of cities in high resolution (1 meter, 5 meters, 10 meters, ...)?
I am looking for the relief of cities in Brazil (South America).

The ESRI World Elevation layers (https://www.arcgis.com/home/group.html?id=bbc5f50839094e9d8dc5255b6a7783dd#overview ) provide a series of different types of layers (Hillshade, Slope etc.) which cover Brazil, but the best data available is the Airbus WorldDEM4Ortho at 24m per pixel.
The IBGE in Brazil looks like it provides a digital surface model (https://www.ibge.gov.br/en/geosciences/digital-surface-models/digital-surface-models/19081-digital-e... ) but you would have to download and investigate it further.
Some cities may have published their own elevation data, but you would have to search around for them - this looks like 1m resolution for Rio de Janeiro: https://scrc.maps.arcgis.com/home/item.html?id=67af48fc065e4c13a744efc557e13f22
