Topo to Raster Failing

Here is my problem: I have a set of points that were surveyed. The points are in the compressed folder. The elevation is in there. 

The area is dip of a floodzone.  I have to find to tangent elevations from the floodzone shapefile. 

Here was my train of thought. 

I downloaded contours from USGS. Converted them to a Raster. I am assuming that they are in NAD88. (Not really sure how to find what they are in). I then used the extract value tool to get the value of the elevation from the raster at that point. 

Problem  is that I compared that to known elevations that I took. They are about 5 ft off. So. I was going to try and nomalize the Raster. 

 

I want to take my  points and convert to Raster. Then Combine the two rasters or create contours combine those then convert to a raster and hopefully normalize!!!

Did you use TopoToRaster to convert the contours to a raster?
What version of the software are you using?
Is TopoToRaster throwing an error, what is the error?
Are they 5ft off vertically or horizontally?

I figured out that I was using the wrong setting.
