reflect culverts at road crossing in a DEM (digital Dams)

Hi,  I am new to DEM and LiDAR. Can I take a .shp line, overlay it on a DEM assign elevations to both ends of the line and cut my rastor  (road) image to show a culvert?  I need to get past the digital dam the road surface creates. I am clueless how to accomplish this, I rarely work with raster, mostly vector until now.

Breaklines in the form of shapefiles can be used to modify the DEM created.  For your example, it may need to be more than one for the actual depression of the culvert. I would recommend lines to show the ridge as well as the depression of the culvert.

Thanks Jeff. Does this have to be done with a tin in arcscene? Is there a way to work directly with the Rastor DEM and edit in the culvert elevation data?  Someone mentioned Arc Hydro?
