Add Surveys as a layer in the LGIM for Parcel Fabric and add workflow for Surveys

It will help to have a layer in the LGIM for Parcels for surveys, A supported workflow similar to subdivisions, and a layer in the legend. That will allow the user to visually identify parcels created from surveys.
