Distance of a Point along a Polyline

Hi,

I need to find the percent of a point along a line. I have some obstructions placed on a polyline . I need to bring it on a graph. I am trying to find out at what percentage of the total length of the line, that this obstruction is placed.

I am looking for a solution using ArcGIS runtime for WPF and not through ArcObjects. Kindly help.
