Getting a Developer account for starting with ArcGIS Runtime SDK

I am interested about using the map features of ARCGIS. I don't have any organizational or developers account for using ARCGIS API.Although there's have much old data thoughout my country(Bangladesh).Google maps have comparatively better data, So I am interested in using google maps as well as ARCGIS Maps for my first initiative about mapping application. That's why I need access as a developer. Can anyone help me get started?
