Rename Redlining in Roads & Highways RCE

This is less technical than many ArcIdeas but 'Redlining' was a practice of systematic housing discrimination enacted by the US government on minority populations common in post-WWII America. It might not be worth it to change all of your marketing materials but it's extremely weird to think about racial inequality every time I train someone to add new geometry to our LRS.

Names like Designed, Planned, Pending, Draft, etc might be more suitable than Redline/Redlining.

@QuinnMolloy2 We appreciate the feedback and will raise an internal rename request as part of future releases. Sometimes, the naming of certain core layers, tables, application components have significant impact on the solution. The impact review determines the timeline of when you can see such a change rolled out.
