Incorporate Perpendicular Offsets of Events into LRS data model

At Offsetting point events from LRS routes - Esri Community, it became clear to me that support for perpendicular offsetting of events is far more difficult using LRS datasets with ArcGIS Pro than it was previously with ArcMap.

"ArcGIS Location Referencing tools will [only] allow capture of Events, inline with the route."

I would like ArcGIS Location Referencing tools to be able to allow capture of Events, both inline with the route, and also perpendicular to it.

The ArcMap way of doing it was documented at Setting perpendicular offsets for event layers—Help | ArcGIS Desktop.  That involved fields for Perpendicular Offset and Offset Direction and setting of Comma-delimited values for offsets on the right side of the route.  I think we only need a Perpendicular Offset field with negative values being to the left of the route and positive values being to the right.

It would also be very helpful for one LRS to be an event on another LRS. For example, I have a LRS for my street centerline but also a LRS for my sidewalks. However, sidewalks are events to the street centerline, etc.
