query where 1=1 not working

Why does this work:

http://sampleserver1.arcgisonline.com/ArcGIS/rest/services/Specialty/ESRI_StateCityHighway_USA/MapServer/1/query?where=1=1&f=pjson

but this doesn't:

http://serverapps.esri.com/ArcGIS/rest/services/California/MapServer/8/query?where=1=1&f=pjson
