can not open services directory

today, i tried to excuted the exportwebmap task in the service directory. but it failed.  so i re-started the machine. then  i can not open the services directory. the error is blow:

Error
9017$SITE_NOT_INITIALIZED

Code: 500

i can log in the arcgis server manager. but the site panel have error, error info is :

Unauthorized
Unable to determine your user privileges. You are not authorized to view this content.


i have re-started my machine, rec-onfiged arcgis server account ,re-started the service of the arcgis server, re-authorize arcgis server.  all does not work.
Does everybody know this problem?

Zhu,

At the end of the installation of ArcGIS Server, you will be asked to "create a new site" or "join an existing site". Did the process of creating a new site or joining a existing site (based on the choice that was made) go as expected?

hi, today, i met this problem again, the version of arcgis server is 10.1 prerealse. i searched the error info in community. i find this thread i have asked last year. the problem is the same. this morning and yesterday i can use the arcgis for server correctly. but now i can not use it. i can not open services directory, the error is
Error: 9017$SITE_NOT_INITIALIZED
Code: 500

i can not connect the arcgis server in arcmap.
i have created the site and have published some service in it.
can any body met it ? thank you very much.

I used cloud builder to create a federated 10.3.1 instance. Today I get this error. I don't really want to create the AGS site again. Any help appreciated.

Unable to process request. 9017$SITE_NOT_INITIALIZED

ArcGIS Server Site is not configured. Check with your ArcGIS Server administrator for resolution; an ArcGIS Server site is created or machines are added to an existing site using ArcGIS Server Manager. Failed to return cluster lookup information. null
