QuickCapture with Enterprise Template error Deploy

I am using 10.9 Enterprise Portal and I have QuickCapture app. I want to deploy the Photo inspection template to create a project but it says error "Can't create project due to an unknown error, Please try again. If the error persists contact Esri support." Has this happen to anyone. I tried multiple templates and all comes up with this. Might be worth mentioning I am on a CAC access computer so maybe the templates wont work because of some kind of firewall or something? I did  it on Arcgis online and it worked fine. Thanks for any input.

Hi @SamanthaOsborne1  This is a known issue on 10.9 portal. Please try signing in to your ArcGIS Enterprise portal from the QuickCapture website directly https://www.arcgis.com/apps/quickcapture/, and use the Esri templates. This is documented at https://doc.arcgis.com/en/quickcapture/faq/faq-prepare.htm#anchor15

Thank you for your response, now I know it's not our portal. I try to do the work around with no luck of getting it to work unfortunately.

I also have the same issue with 10.8.1 portal. I tried what has been suggested as solution but it did not work for me.
