Add Topology Error ID to the TopologyError class in Pro SDK

Add the Topology Error ID property to the TopologyError class in the Pro SDK.  Very similar to what was available in ArcObjects.

Hi @TimothySmith6 - The topology error ID property will be available in the Pro SDK 3.3.
