Utility network feature service error

Hi All,

I have managed to publish the utility network service using ArcGIS Pro but when I look in Arcgis Server Manager, service is in stopped state. When I attempt to start it, I get attached error.(error.jpg). I do have utility network extension license active. (license.jpg). Did I miss some config somewhere?

Error:

Service failed to start

<servicename>.MapServer: 
<server domain name>
Could not obtain a license for Utility Networks.

Edit:
I could find below WARNING message in 'SharingJobLog'. I hope this will be useful for UN developers to locate point of failure.
WARNING 002504: The service configuration was created, but it failed to start.
Database: Oracle 12c

This issue occurs when ArcGIS Server license is 'standard'.

ESRI has verified this bug as BUG-000113567 - Unable to start the Utility Network Service on ArcGIS Server with a Standard license.
