USGS Topo service without hillshade

Hopefully I'm missing something obvious, and per the title –

Is there a version of the USGS Topo Service that does not have the hillside? I can get the individual quads from the USGS Topographic Map Explorer (which looks like a nightmare to stitch together one at a time - I need about 70 of them - in Arc Online). Downloading them as geotiffs from USGS will not work as they contain the map collar.

Did you ever find out the answer to this question?  I have a forester that doesn't like the hill shade, and the old topos are out of date.  I would like to know this answer as well.  The topoBuilders quads are not big enough to cover my areas.

There was a really cool thing called USGS_TopoVector that  I used a couple years ago. Can't find it now, either my Google-fu is weak or Musk deleted it.
