TIF world files - .tfw and .tfwx - why?

Here is ESRI's explanation of why tfwx files are sometimes produced:

Why would a transformation not be able to be expressed in a world file? Why would a world file even need to have a transformation encoded in it? I'm not even sure the statement is accurate or logical. Does it just mean having something in the world file that explicitly says what the coordinate system (ie not an actual transformation) is as typical tfw and other world files lack that?  I'm also looking through some old twfx and their associated aux files and finding nothing specifying the name of the coordinate system.  The reason for .tfwx (or any of the approximate x included world files) remains unclear.  Is there a way to force Arc to never write these approximate world files with the x in the extension?  The georeferencing I do is never an affine transformation as it needs to be more exact and I will never need these x files  They just cause "Hey I thought this raster was referenced?!?" sort of problems.
