The ArcGIS Pro fails to create a new project in the “Root” partition of Hard Drive,
I couldn’t figure out why the ArcGIS Pro fails to create “Project” in the “Root” partition of Hard Drive. I have previously reported that the ArcGIS Pro also fails to connect to this “Root”.
Why might be the issue here?

Hi Jamal,
This is a security setting included by default with ArcGIS Pro. I would assume this is to mitigate unauthorized access to the root folder of your system.
From the help page:
ArcGIS Pro does not support adding folder connections to the project that access the root node of any disk, for example, C:\ or D:\
Connect to a folder—ArcGIS Pro | ArcGIS for Professionals

For me, I would like to connect to the Root!
By the way, why developers don’t tend to make this sort things to be optional? There is a nice place for options and we, as users, would prefer to have all the features\behavior to be optional but not compulsory.
This has been logged as a bug....right?
Not sure! This has been a big limitation for us to migrate to the Pro. The data structure is weird.
This is already implemented in 2.3 by drag\drop the D:\ drive into Catalog
