Sometimes only the Tab Key rather than Arrow Keys works when advancing to the next field in the attribute table.

I am just moving from ArcMap to ArcPro. In ArcMap i could always use the arrow keys to advance to the next field in the attribute table. In ArcPro, i am finding that the arrows keys work sometimes and other times only the Tab key works.
In ArcPro, when a field is blue, then the arrow keys work
When the field is white with the cursor showing, then only the Tab Key works to advance to the next field.
I would like to use the arrow keys only for navigation.
