Publish WMTS to stand alone server

Hi, 

I have a ArcGIS Pro and a stand alone ArcGIS Server. I need to publish WMTS layer(Tiled layer ) to the ArcGIS Server. The server is not connected to any portal. Is there a way I can publish the WMTS layer ?
