Place markers don't render in basemap edited with VTSE

This is my first time trying to edit basemaps in VTSE. I wanted to adjust the placement of a few labels of cities so that they had better alignment with the features that were being displayed in the map. I made the changes for LA and Toronto, following the excellent instructions in the Changing Labels in Esri Vector Basemaps blog post and everything looked great in the preview pane in the VTSE.

But when I add the basemap to my ArcGIS Pro project, the city symbols don't render. It just shows the labels without the circle icon indicating the location of the city.

What am I doing wrong? When I look at the layers in the VTSE, it seems like the icon settings are all as expected. How can I make sure that the symbology is also being saved to the custom basemap, in addition to the topo layer and the labels?

I also tried just saving a copy of the World Topographic base map from VTSE without making any edits at all, and that output behaves the same way. No place markers, just the labels and underlying topo map.

I'm not sure what the issue is here, but this question might be better served in the ArcGIS Pro channel. Is it OK to move this post over there?
