I am having issues with scanned historic (1970s) aerial photos in an ArcGIS Pro 2.9 Ortho Mapping workspace. I can create an Ortho Mapping workspace with two scanned historic aerial photos and can use Refine Interior Orientation to identify fiducial points, but the GCP and Tie Points tools are unavailable (greyed out) and Block Adjustment keeps failing. Does anyone have experience with working with scanned historic aerial photos in an Ortho Mapping workspace in ArcGIS Pro to lend some advice and tips?
