Mosaic item shifts on scale change
I'm attempting to fix a mosaic item with georeferencing that's a bit off. At lower scales (zoomed out), the image appears aligned just fine. But when I zoom in to larger scales, the image shifts. See the two images below (and take note of the scales).
I attempted to select and add the item to the map and adjust the georeferencing, but the same thing occurs with that item. When I zoom in and out to adjust control points, the image shifts!
These images show the same difference in scale, but this is a SelectionResultsLayer that I've added to the map by selecting the item from the mosaic, selection > add to map. (The green line is the footprint)
I suspect this has something to do with projection mismatch, but even ensuring that my map, reference layer, and layer being georeferenced are in the same projection, the problem persists.
Any ideas?
